In that time I have been in continuous contact with range operators around the country. One of my greatest resources has been the Range Technical Team Leader for the NRA. &lt;br /&gt;In discussion last week he reiterated the NRA opinion that rounds fired onto a surface can deflect at an angle up to 40 degrees. &lt;br /&gt;&lt;br /&gt;If we new for a certainty that ALL and I mean every round that might be fired was going to impact into nice soft rock free soil then this might be acceptable only if we are going to concede that we are going to accept less than safe behavior from our shooters.&lt;br /&gt;&lt;br /&gt;In my opinion we need to hold ourselves to a higher level of safety for the good of all shooters no matter what the discipline, IDPA, Steel Challenge, CAS or what ever your chosen sport may be. &lt;br /&gt;&lt;br /&gt;Therefore we need to be good ambassadors for all shooters and not create loopholes so that poor safety habits become acceptable.&lt;br /&gt;&lt;br /&gt;One thing that I have learned that is a hard cold FACT, we as shooters are not the ones that are going to be deciding WHEN, WHERE, HOW or IF we conduct our shooting sports. From what I hear on the East Coast all and or most of the SASS Clubs from the NE to Fl are voting NO on the Circle of Safety. Most of the shooters have said if SASS passes this rule they will not shoot any clubs that enforce the Circle of Safety.
